Commissioners Special Meeting

Commission Chairman Steven E. Joy called the special meeting of the Hancock County Commissioners to order at 12:00 p.m. on Friday, March 16, 2012, in the conference room 2nd floor of the Hancock County Courthouse located in Ellsworth, Maine with Commissioners Brown and Lawson in attendance.

OLD BUSINESS:

MOTION: to approve the minutes from the March 6, 2012 commissioners' regular meeting. (Brown/Lawson 3-0, motion passed)

MOTION: to affirm the airport manager’s request for out-of-state travel to attend a day long training on construction safety and phasing plans on March 29th at the FAA regional office located in Burlington, Massachusetts. (Lawson/Brown 3-0, motion passed)

Emergency Management Agency Director, Andrew Sankey requested permission to interview three candidates for the Deputy Director position.  Commissioner Joy stated that he would prefer not to build funds into future budgets for this position and instructed Director Sankey to find funding for the future.  Interviews for the Deputy Director position will be conducted on April 6, 2012 beginning at 1:00 p.m.

Regional Communications Center Director, Renee Wellman presented the commissioners with copies of a Radio Frequency Study performed by Brown's Communications on the potential Bull Hill tower site.  The results of the study showed good coverage within a 5 to 10 mile radius around the tower.  Quotes for a propagation study were remitted by Ken Knight and Yankee Communications.  This study would be for the current sites used now.  Commissioner Joy would like to know the cost to First Wind to purchase and install a tower on Bull Hill.  He also wanted to know the cost to rent space on different, established towers.  Commissioner Brown preferred to have a study done on tower placement in the western part of the county.  Commissioner Lawson agreed.

MOTION: to hire Ken Knight for 6 hours at $200 per hour, for $1,200 for the scope of work recommended as the low bid. (Joy/Brown, motion and 2nd were rescinded.
Discussion: Commissioner Brown stated that he did not want to see a higher bill than presented from Ken Knight as this has happened before.  Commissioner Lawson questioned if the quotes were based on the same information.  Commissioner Joy requested the following information:
1) Cost of what First Wind is proposing to build on Bull Hill to exact specs, 2) cost of renting of space on other towers and 3) coverage from Ellsworth towards Bull Hill.

MOTION: to enter into executive session under MRSA Title 1 §405 6(A) to conduct facilities director interviews. (Brown/Joy 3-0, motion passed)

4:35 p.m. Back in session
Three finalists were chosen, references will be checked prior to 2nd interviews which are scheduled for March 23, 2012 at 1:00 p.m.

MOTION: enter into executive session under MRSA Title 1 §405 6(E) to consult with legal counsel concerning the legal rights and duties of the body, pending or contemplated litigation. (Joy/Lawson 3-0, motion passed)  Commissioners Joy, Brown and Lawson, Sheriff Clark and Clerk DePrenger were in attendance.  Timothy Pease Esq. attended by telephone.

Sheriff Clark left the executive session at 5:10 p.m.

Commissioner Joy called the meeting back into regular session at 5:37 p.m. with nothing to report.
