COMMISSIONERS SPECIAL MEETING 

Commission Chairman, Steven E. Joy called the meeting of the Hancock County Commissioners to order at 8:30 a.m. on Tuesday, April 29, 2014 in the conference room at the county courthouse located in Ellsworth Maine with Commissioners Brown and Blasi in attendance.

Airport:

Airport Manager Madeira requested a motion for the Airport Manager to seek concurrence from the FAA in the award of the contract to Sargent Corporation for $1,226,192.00 to construct taxiway D & E, replace Obstruction Lights and Poles, and Install lighted windcones on runway 4-22.

MOTION: to allow the airport manager to seek concurrence from the FAA in the award of the contract to Sargent Corporation for $1,226,192.00 to construct taxiway D & E, replace Obstruction Lights and Poles, and Install lighted windcones on runway 4-22. (Joy/Brown 3-0, motion passed)

Discussion: Commissioner Brown stated that there was a math error. He questioned if the bid was added correctly, as math errors have occurred in the past, and if this bid needs to be thrown out. Commissioner Joy did not feel the bid would need to be thrown out but thought that the company would need to be contacted with the math error and if they would honor the corrected bid amount.

Airport Manager Madeira stated the bid spec book by Hoyle Tanner stated that unit prices shall govern incorrectly extended total amounts.  Commissioner Brown stated that the Associate Contractors of Maine have a standard bidding form in which certain things need to be met. Commissioner Brown will try to obtain one that will give a guide to bidding practices.

MOTION: to allow the chairman to sign the Grant Application for AIP 39. (Brown/Blasi 3-0, motion passed)

8:36 a.m.

Discussion: Commissioner Blasi asked the difference between the two grants 38 and 39. Manager Madeira said the motion should be adjusted to reflect only AIP 39 as AIP 38 is already in place and has already been received.

MOTION: to adjourn. (Blasi/Brown 3-0, motion passed)
