COMMISSIONERS SPECIAL MEETING 

Commissioner Chairman Percy L. Brown, Jr. called the meeting of the Hancock County Commissioners to order at 8:32 am on Tuesday, December 29, 2015 in the conference room at the County courthouse in Ellsworth, Maine with Commissioner Joy in attendance and Commissioner Blasi in attendance by telephone conference. 

Addition to the agenda: to transfer $1501.86 from G1-3011-06 to E04-30-200 for the Jail legal invoice regarding the shortfall from 2014/15.  MOTION: (Joy/Brown 2-0, motion passed) 

Commission Business: 

AIRPORT: 

MOTION: to approve Morris Yachts, Inc. Lease Assignment Request. (Joy /Brown  2-0, motion passed) Discussion: Morris Yachts Inc. is the name on the current lease and it is amended to Morris Yachts, LLC as the company has been purchased by Hinckley Yachts. Commissioners Joy and Brown both amended their motions to correspond to the new name of the entity. Pete Carroll, the current President of Morris Yachts, LLC introduced himself as the owner of Hinckley Yachts and stated that our business with them will not be changed in anyway- just the name of the company on the lease. 

MOTION: to approve Airport recommendations regarding appointments to the Airport Advisory Committee. (Brown/Joy 2-0, motion passed) Discussion: New two year appointments will be affective in January of 2016. There are seven members: two who represent Airport tenants, three District representatives and two town residents. Currently, there are Leroy Muise and Barbara Butler for the Airport tenants, Robert Bouffard for District 1, Nat Fenton for District 3 and the person Commissioner Brown wanted to nominate for District 2 has refused (he will “rebait the hook”). Town residents who are recommended by Airport Manager Madeira are Mike Allen (Hancock) and Carl Warner (Bar Harbor). Commissioner Joy commented that it is good there will be other members of the Committee who are not Airport tenants. Commissioner Brown questioned if these two new members for 2016 through 2018 will have staggered terms (no, they will not) as the bylaws state that only District members should be concurrent with the Commissioners terms. The four non-District members will serve two years terms while the three District members serve while that County Commissioner is in office. 

TREASURER:

MOTION: to approve the Sheriff Office budget transfer (Joy/Brown 2-0, motion passed). Discussion: The Sheriff Office invoice from November 11 & December 16 for $650 was charged Travel E10-07-100 and it is requested to be moved to Training E10-07-600, which will over expend the account. Commissioner Joy asked if training for both new & current officers was “all in one” and if this line is the correct one to be used for a psych evaluation. Maybe there should be another line item set up for these types of expenses. He thought that $10,000 could be setup and it might not be used yearly but we would know what these are costing the County. He also asked if there is enough in next year’s budget for employee training. 

COMMISSIONERS:

MOTION: to transfer $1501.86 from G1-3011-06 to E04-30-200 for the Jail legal bills (Joy/Brown 2-0, motion passed).Discussion: the total invoice is $1839.50 of which $377.64 will be paid from the Commissioner’s operating budget with the remaining $1501.86 to be paid from the Professional Services Capital Account. The complaint has been filed in Kennebec County Superior Court with the letter also asking for lawyer fees and court costs which we probably won’t receive. Commissioner Joy asked if the registered receipts have been received back by Hancock County as well as the copies of the complaint letter. CA Conlogue indicated that service for the complaint will be handled by Kennebec County deputies. Commissioner Blasi (by phone) asked if we had heard anything from other County Commissioners and Commissioner Brown said he has not heard anything. Commissioner Joy stated that the Deputy Treasurer had been notified yesterday that there is a Jail Administrators meeting on Wednesday- Tim Richardson will be in attendance with the other counties. 

Commissioner Joy introduced Gail Coughlin as the new Registry of Probate who will be replace Bonnie Cousins in January 2016. She was welcomed by all.
