INVITATION FOR BIDS
The County of Hancock, Maine invites sealed bid proposals for furnishing all labor and materials and
performing all work in connection with a construction contract at the Hancock County-Bar Harbor Airport,
Trenton, Maine as follows:
Replace Airfield Lighting – MITLS, HIRLS, & Apron Lights
FAA AIP No. 3-23-0006-TBD-2018
Sealed bid proposals will be received until 2:00 p.m., prevailing time, Monday April 23, 2018, at the
Hancock County Commissioners Office, County Court House, 50 State Street, Suite 7, Ellsworth, Maine
04605. Bids will be publicly opened and read aloud at a public meeting scheduled for 8:30 a.m. on Tuesday
April 24, 2018.
A pre-bid conference will be held at the office of the Airport Manager, 115 Caruso Drive, Trenton Maine at
1:00 p.m., prevailing time, on Tuesday April 17, 2018. This will be the only time available for prospective
bidders to visit the site.
A certified check or bid bond in an amount not less than 5% of the bid price for the Contract work will be
required from each bidder. The bid security, made payable to the County of Hancock, shall be as described
under INSTRUCTION TO BIDDERS.

Documents for bidding may be obtained after 10:00 a.m., Thursday April 5, 2018, from Jacobs
Engineering Group Inc. at 2 Executive Park Drive, Bedford, NH 03110. Digital files of the plans,
specifications, and complete bid document in .pdf format can be transmitted free-of-charge to prospective
bidders via e-mail upon written request. Please e-mail firstname.lastname@example.org to request a copy of the

It is expected that the Contractor will order all necessary equipment and materials associated with the project
as soon as the contract has been executed to avoid delays when the "Notice to Proceed" is issued.
The proposed development to be accomplished under this contract will be subject to the requirements of the
Buy American preference in accordance with 49 USC § 50101.
This project is subject to the Foreign Trade Restriction Clause in accordance with 49 USC 50104 and 49
CFR part 30.
Attention of bidders is called to the requirements as to conditions of employment, the minimum wage rates to
be paid under this contract and to procedures under the appropriate sections, as amended, of the laws of the
State of Maine and the Federal Government including Davis-Bacon requirements as defined in 2 CFR § 200
The bidder’s attention is directed to the Debarment and Suspension laws of the State of Maine and the
Federal Government in accordance with 2 CFR part 180 (Subpart C), 2 CFR part 1200, DOT Order 4200.5

The proposed development to be accomplished under this contract will be subject to the Federal Equal

The Hancock County-Bar Harbor Airport – County of Hancock Maine, in accordance with the provisions of
Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations,
hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this
advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of race, color, or national
origin in consideration for an award.
Notice to Prospective Federally Assisted Construction Contractors – Non-segregated Facilities
1. By submitting a bid/proposal under this solicitation, the bidder or offeror certifies that it does not and
will not maintain or provide for its employees any segregated facilities at any of its establishments,
and that it does not and will not permit its employees to perform their services at any location under
its control where segregated facilities are maintained. The bidder or offeror agrees that a breach of
this clause is a violation of the Equal Opportunity clause in this contract.
2. “Segregated facilities,” as used in this clause, means any waiting rooms, work areas, rest rooms and
wash rooms, restaurants and other eating areas, time clocks, locker rooms and other storage dressing
facilities provided for employees, that are segregated by explicit directive or are in fact segregated on
the basis of race, color, religion, sex, or national origin because of written or oral policies or
employee custom. The term does not include separate or single-user rest rooms or necessary dressing
or sleeping areas provided to assure privacy between the sexes.\
3. The bidder or offeror shall include this clause in every subcontract and purchase order that is subject
to the Equal Opportunity clause of this contract.
Assurance and/or Certification statements of the Bidder as provided in the bid documents must be executed
(signed) and submitted at the time of the bid opening. These certifications are intended to satisfy the Federal
Aviation Administration (FAA), Maine Department of Transportation, and County laws relative to the nonsegregation,
non-discrimination, and DBE practices.
The County of Hancock reserves the right to waive any informalities or to reject any or all bids, or to accept
any other than the lowest bidder, should it be deemed to be in the best interest of the County to do so.
By submitting a bid/proposal under this solicitation, the bidder or offeror certifies that at the time the bidder
or offeror submits its proposal that neither it nor its principals are presently debarred or suspended by any
Federal department or agency from participation in this transaction.
After the actual date of the bid opening no bidder may withdraw his/her bid prior to September 30th, 2018.
