The regular meeting of the Hancock County Commissioners was brought to order by Commissioner Blasi at 8:30 am on Friday, April 21, 2017 in the conference room of the County courthouse located in Ellsworth, ME with Commissioners Brown and Clark in attendance.

Maintenance:

MOTION: To approve the hire of Michael Marshall of Ellsworth as full time Janitor at grade 4 step C $12.03/ hour effective April 29, 2017 (Brown/Clark 3-0, motion passed)

MOTION: To remove Allan Philbrook administratively from payroll records (Brown/Clark) Clark withdraws his 2nd , Brown withdraws his motion

MOTION: To accept the resignation of Allan Philbrook (Brown/Clark 3-0, motion passed)

RCC:

MOTION: To accept the resignation of Mackenzie Wilson effective April 28, 2017 (Brown /Clark 3-0, motion passed)

Commissioners:

VOYA deferred compensation discussion

VOYA has requested that Hancock County acknowledge and consent to an endorsement which includes the following: the existing fixed account(s) in the plan will be closed to any new deposits or transfers after 4 pm ET on September 15, 2017. After that date, all future deposits and transfers will be directed to Voya Fixed Plus Account IIA with a rate credited on a current basis that will be set at the prevailing rate (currently 1.5%), which may be higher or lower, but is guaranteed not to drop below the new guaranteed minimum interest rate of 1.00%.

The Commission directed County Administrator Adkins to contact Karon Noyes from VOYA to generate a notice going to affected employees and gain clarification as to possible alternatives.  Adkins will report to the Commission at the May Commissioners’ regular meeting

MOTION: to enter an Executive Session under MRSA Title 1 §405 6(A) to discuss a personnel matter (Brown/Clark  3-0, motion passed )

Chairperson Blasi brought the meeting back to regular session with nothing to report.

There was some discussion on the Mt. Waldo radio tower and its progress, including the next steps and funding.  This will be discussed further at the May 2, 2017 CRM.
