COMMISSIONERS SPECIAL MEETING

The regular meeting of the Hancock County Commissioners was brought to order by Commissioner Blasi at 8:30 a.m. on Thursday September 12, 2019 in the County Administrator’s Office of the County courthouse located in Ellsworth, ME with Commissioners Clark and Wombacher in attendance.

Adjustments to / approval of agenda:

MOTION: move Maintenance to after Public Comment (Clark/Blasi 3-0, motion passed)

MOTION: do not take up approval of September 3, 2019 CRM minutes and to put that item on the September 17, 2019 CSM agenda (Clark/Wombacher 2-1 Blasi opposed, motion passed)

Public Comment: none

Maintenance:

MOTION: employ Nicholas Jewett of Ellsworth as part time on call as needed janitor, at $12.50 per hour, effective September 14, 2019 (Clark/Wombacher 3-1, motion passed)

Budget Workshop:

Sheriff’s Dept. (10)

Revenues $15,800

Revenue Line 10-110 Special overtime was reduced to $2,500.

Line 800 Misc revenues was increased to $6,500;

Expenditures $1,620,879

Commissioner Clark suggested a 5% increase over last year to line 01-100 Manager (making that $75,905) and line 01-110 Deputy (making that $75,589).  Commissioner Wombacher agreed.  Sheriff Kane explained that he put funds in the budget for an additional deputy, as the call-sharing agreement with the State Police may change, increasing the workload for the Sheriff’s Department.  The commission agreed this discussion would continue, but for now the line 01-130 was reduced to $506,945.  There was some discussion on line 01-500 Overtime. After discussion the line was reduced to $65,000.  Commissioner Blasi thought the line should stay at the Sheriff’s request of $67,500, given the uncertainty with the State Police call-sharing. 

Line 07-100Travel/Mileage was reduced to $6,000.  Line 10-012 Public Safety was reduced to $9,000.  Commissioners Clark and Wombacher agreed to reduce Line 10-200 Gas to $45,000, Commissioner Blasi wanted to split the difference.  Line 20-005 Vehicle was reduced to $34,000.  Line 20-200 Equipment was reduced to 8,000; the 4,000 for the grant reimbursement was reflected in revenue line 800 Misc revenues.  Line 70-275 Officer Buyout was reduced to $18,000; with the $6,000 currently in that account this provides for 3 years of buyout.  Sheriff Kane said he would be purchasing 2 cruisers for patrol in 2020.  Commissioner Clark suggested reducing line 70-300 to $40,000, and in 2020 purchasing one from the contract account and one from the E70-300 Vehicles.

This reflects a 4% increase over last year.

Commissioner Blasi suggested adjusting the COLA down from the 3% the commission had tentatively set.  Commissioners Clark and Wombacher agreed to keep the COLA at 3%. 

EMA (02)

MOTION: approve the 2020 EMA budget with Revenues of $116,294 and Expenditures of $222,853 (Clark/Blasi 3-0, motion passed)

District Attorney (03)

Line 07-500 was reduced to $2,000.  Line 10-001 Office Supplies was reduced to $10,500.

Line 15-150 Heating Fuel was reduced to 32,000

MOTION: approve 2020 Maintenance revenues of $61,360 expenditures of $471,326 (Clark/Wombacher 3-0, motion passed)

Line 30-150 was reduced to $40,000.

MOTION: approve 2020 RCC revenues of $156,000 and expenditures of $798,807 (Clark/Wombacher 2-0-1, Blasi abstained, motion passed)

Commissioner Blasi expressed concern about having enough money in the budget for hiring an additional dispatcher January 1, rather than later in the year.

Probate (08)

MOTION: approve 2020 Sheriff’s Town contracts revenue of $287,202 and expenditures of $287,202 (Clark/Blasi 3-0, motion passed)

Commissioners:

MOTION: enter Executive Session under MRSA Title 1§405 6(A) to discuss County Administrator’s contract (Clark/Blasi, motion passed)

The commission resumed regular session and reported that they had come to a tentative agreement regarding the County Administrator’s contract and would have a copy ready for signature on September 17.

MOTION: discuss Deputy County Administrator’s salary in order to finalize the Commissioners’ budget (Clark/Wombacher 3-0, motion passed)

MOTION: pay Deputy County Administrator $58,850 for the 2020 calendar year (Clark/Wombacher 3-0, motion passed)

The commission reviewed the proposed budget and made the following changes:

Line 25-100 Liability was reduced to $1,500

Line 30-110 Legal Fees was reduced to $5,000

Line 30-200 Professional services was reduced to $2,000
