The Hancock County Commissioners will meet at 9:00 a.m. on Tuesday, October 6, 2015 in the conference room at the county courthouse in Ellsworth.

9:05 a.m.: Audit Presentation

Approve the minutes of the September 1, 2015 commissioners' regular meeting and September 18th, 25th and 30th Commissioner’s Special Meetings.
Continuation: Appointed / Exempt Policy.

Commissioners:
Authorization to proceed with legal action against the State of Maine for unpaid obligations to the Hancock County Jail.
Appointment of John E. Harris of Mariaville as the County Commissioners appointee to the Washington Hancock Community Agency Board, for a term of three years.
Discussion: Change of November CRM date due to referendum election.

Office of Financial Affairs:
Approve: Monthly bills and warrants.
Financial reports and update on AR.
Approval: expenditures in the health insurance account.
Approval of capital expenditure requests.

Airport:
Monthly Report.
Discussion: Columbia Air Service Operating Lease proposed changes by the Airport Manager.
Request a motion to approve the Airport General Consultant Agreement (AGCA) with Jacobs Engineering Group, Inc. dated ____TBD________.
Request Commissioner approval of the Contract with: Harold MacQuinn, Inc. in order to conduct repairs to Ramp Road.
Request Commissioner approval to put Private Hangar Land Parcel “P-16” out to for Random drawing selection.
Accept the resignation of Mr. Theodore Cooke, Lead ARFF effective end of business day on 9/25/15.

Maintenance:
Monthly Report
Remove administratively, Ramsey Abraham II from the employment roll.
Approval of a one year extension of the courthouse/jail snow removal contract with R.F. Jordan under the current terms of $42 per hour plowing and $50 per hour sanding.
Discussion: Condition of the jail roof.
County truck repair.
Conversion of small boiler to propane vs. replacement.

Sheriff:
Jail update.
Approval to hire a patrolmen name to be given prior to October meeting.
Accept resignation of Alan Brown effective October 9, 2015.
Effective October 3, 2015 Shane Campbell as a MDEA Agent.
Approval of Robert Maddocks of Ellsworth as Chaplain.
Discussion of purchase of cruiser.

RCC/911:

To accept the Distrcit 7 nomiation of Lt. David Kearns to the4 HCRCC Advisory Committee and appoint him to fill the vacancy made by Chief Glenn Grant's retirtment (term expiration 2015) to serve a term of 3 years.
